28:51Certainly We have carried on this discourse for them so that they may take admonition.1
28:52Those to whom We gave the Book before it are the ones who believe in it,2
28:53and when it is recited to them, they say, ‘We believe in it. It is indeed the truth from our Lord. Indeed we were Muslims [even] before it [came].’
28:54Those will be given their reward two times for their patience. They repel evil [conduct] with good, and spend out of what We have provided them,
28:55and when they hear vain talk, they avoid it and say, ‘Our deeds belong to us, and your deeds belong to you. Peace be to you. We do not court the ignorant.’
28:56You cannot guide whomever you wish, but [it is] Allah [who] guides whomever He wishes, and He knows best those who are guided.*
28:57They say, ‘If we follow the guidance with you, we will be forced out of our territory.’ Did We not establish a secure sanctuary for them where fruits of all kinds are brought as a provision from Us? But most of them do not know.3
28:58How many a town We have destroyed that exulted in its lifestyle! There lie their dwellings, uninhabited after them except by a few, and We were the [sole] inheritors.4
28:59Your Lord would not destroy the towns until He had raised an apostle in their mother city to recite to them Our signs. We would never destroy the towns except when their people were wrongdoers.5

Commentary on this passage
Verse 54
1.Certainly, patience has its double rewards because an enduring person demonstrates his courage, the opposite party cannot demonstrate likewise and hope of the patient fulfills itself in this way. But it is necessary for patience, that hopes should be according to expedience otherwise helplessness and loneliness and immodesty are not called patience.
Verse 55
2.This salutation is not the way of welcome, such as one Muslim salutes another Muslims. On the contrary this expression is a salute of being unrelated, just as we bid farewell to disliked person by salute or by saying goodbye but it does not mean that to salute him is to give him in the protection of Al1ah.
Verse 56
3.Generally many Sunni exegesists tried uselessly to tum this ayat towards Abu Talib (a.s.) that the Holy Prophet (s.a.w.s.) tried very much that he brings faith. But Allah did not like it, so he could not accept Islam. Whereas this Ayat is entirely general and has not pointed out towards anyone in particular and due to this the legend of misguidance of Abu Talib is completely meaningless that there cannot be a difference between willingness of Allah and His Apostle, otherwise the Prophet would be dismissed from his Prophethood. Actually the foundation of these traditions is the feeling of defeat that all infidels had received at the hands of Abu Talib (a.s.). They tried to take revenge of this by accepting Islam outwardly but expelled the devotees from Islam. It happens so, and Allah knows how long it will be.
Footnotes
Explanations of words and phrases in these verses
- 1
This proves that the chain of guidance from the Almighty Allah is continuous. It is another matter that the disobedience and rebellion of man is also continuous.
- 2
This refers to the People of the Book who had accepted.Islam. It included the 32 persons who had accompanied Hazrat Ja’far Tayyar from Ethiopia and 8 persons from Syria, also some people of other tribes were included.
Benefit
Many commentators have tried to fit the 56th ayat to Abu Talib and given the reference of the traditions of Abu Huraira and Ibne Abbas while actually at this time Ibne Abbas was a child and Abu Huraira a Kafir.
- 3
Takhtaf - To usurp something.
- 4
Batar - Arrogance, rebellion and disobedience after getting a bounty.
- 5
Am - A big village or its center. The aim is to say that We do not send punishment without first sending the teachings of laws and propagation of faith. So if a prophet is sent in a comer and his voice does not reach the people the punishment will not be justified. Therefore he is kept in a central locality so that people can get to hear his message. Just as the Holy Prophet (s.a.w.s.) was raised from the Ummul Qura (Largest of the cities). And it was announced that We have sent a prophet among the inhabitants of Ummul Qura.
