23:75Should We have mercy upon them and remove their distress, they would surely persist, bewildered in their rebellion.
23:76We have already seized them with punishment, yet they did not humble themselves before their Lord, nor will they entreat [Him for mercy]
23:77until We open on them the gate of a severe punishment, whereupon they will be despondent in it.
23:78It is He who made for you hearing, eyesight, and hearts. Little do you thank.1
23:79It is He who created you on the earth, and you will be mustered toward Him.
23:80And it is He who gives life and brings death, and due to Him is the alternation of day and night. Do you not exercise your reason?
23:81Indeed, they say, just like what the former peoples said.
23:82They said, ‘What, when we are dead and become dust and bones, shall we be resurrected?
23:83Certainly, we and our fathers were promised this before. [But] these are nothing but myths of the ancients.’2
23:84Say, ‘To whom does the earth belong and whoever it contains, if you know?’
23:85They will say, ‘To Allah.’ Say, ‘Will you not then take admonition?’
23:86Say, ‘Who is the Lord of the seven heavens and the Lord of the Great Throne?’
23:87They will say, ‘[They belong] to Allah.’ Say, ‘Will you not then be wary [of Him]?’
23:88Say, ‘In whose hand is the dominion of all things, and who gives shelter and no shelter can be provided from Him, if you know?’
23:89They will say, ‘[They all belong] to Allah.’ Say, ‘Then how are you so deluded?’

Commentary on this passage
Verse 84
1.To make the infidels recognize about the Hereafter, the Holy Quran has used different kinds of style. Perhaps this style is not used for any other topic. Therefore three styles are represented here and they are as follows: (a) You deliberate, We shall turn you into dust then how shall you be raised again? The question is if you become dust, then who is the master of the original dust? If you know, then say who can create such great masses? Can He not raise a man from dust? (b) The land too is minute in comparison then say, who is the Lord of the seven heavens and the Lord of the mighty dominion? And when you will say that Allah is the Lord of the seven heavens and the earth, then ponder if He can create such an expansive sky, He has certainly no trouble in creating a man. (c) Lets keep aside the matter of sky and the empyrean, think about the whole universe and say: In whose control is this universe? And if you know that He is Allah, then whose charm affects you that makes you think Allah is helpless and you do not believe in the Hereafter?

The reason for this sequence is probably because in human life the first organs to be put to use are the ears. After this eyes start functioning and after them the intellect begins its function.
Although Foad denotes heart, here it implies intellect, because it is addressed again and again and it is instrumental in carrying out the accounting of deeds. The heart is not concerned with this matter.

Malakoot - Kingdom. It indicates power. Benefit: To explain Ma’ad (Resurrection) first the Almighty used the example of that which is present on the earth. It is absolutely clear and only a reminder is needed. Then He mentions the heavens and the skies which is a complex matter and after understanding it the fear of Allah is needed. After this He mentions the Kingdoms of the heavens, which is of awesome magnitude and one who could be heedless of this shall be called an enchanted person.
