11:82So when Our edict came, We made its topmost part its nethermost, and We rained on it stones of laminar shale,1

11:83sent in from your Lord [for the profligate], never far from the wrongdoers.*
11:84And to Midian [We sent] Shu‘ayb, their brother. He said, ‘O my people! Worship Allah. You have no other god besides Him. Do not diminish the measure or the balance. Indeed I see that you are faring well, but I fear for you the punishment of an all-embracing day.’
11:85‘O my people! Observe fully the measure and the balance, with justice, and do not cheat the people of their goods, and do not act wickedly on the earth, causing corruption.’

11:87They said, ‘O Shu‘ayb, does your worship require that we abandon what our fathers have been worshiping, or that we should not do with our wealth whatever we wish? You are indeed [a] gentle and sensible [person].’
11:88He said, ‘O my people! Have you considered, should I stand on a manifest proof from my Lord, who has provided me a good provision from Himself? I do not wish to oppose you by what I forbid you. I only desire to put things in order, as far as I can, and my success lies only with Allah: in Him I have put my trust, and to Him I turn penitently.3

Commentary on this passage
Verse 85
1.The message of Shu’ayb (a.s.) is a proof that religion of Allah is not the religion of worship only but on the contrary it is worship as well as political science and the Apostle of Allah is not responsible for prayers alone. He keeps his eyes on the market and the mosques, and he is responsible for justice in the community. Shu’ayb (a.s.) clarified that to earn money by wrongful ways apparently looks good and people think, this is a blessing but in fact it was not true. On the contrary whatever is with Allah is safer and the true followers find their well being in it.
Verse 87
2.It is a strange coincidence that since the beginning-the disbelievers wants to make fun of religion. They find only prayer in the reinforcement of religion and they make fun of it. The community of Shu’ayb (a.s.) adopted the same manner that prayer takes them away from the path of their ancestors and restricts their profession. Allah clarifies this last difficult stage by saying that prayer keeps you away from all evils and all good depends on it.
