Verses 164–170
7. Al-A'raaf · The Heights

وَإِذْ قَالَتْ أُمَّةٌۭ مِّنْهُمْ لِمَ تَعِظُونَ قَوْمًا ۙ ٱللَّهُ مُهْلِكُهُمْ أَوْ مُعَذِّبُهُمْ عَذَابًۭا شَدِيدًۭا ۖ قَالُوا۟ مَعْذِرَةً إِلَىٰ رَبِّكُمْ وَلَعَلَّهُمْ يَتَّقُونَ
7:164When a group of them said, ‘Why do you advise a people whom Allah will destroy, or punish with a severe punishment?’ They said, ‘As an excuse before your Lord, and [with the hope] that they may be Godwary.’1
فَلَمَّا نَسُوا۟ مَا ذُكِّرُوا۟ بِهِۦٓ أَنجَيْنَا ٱلَّذِينَ يَنْهَوْنَ عَنِ ٱلسُّوٓءِ وَأَخَذْنَا ٱلَّذِينَ ظَلَمُوا۟ بِعَذَابٍۭ بَـِٔيسٍۭ بِمَا كَانُوا۟ يَفْسُقُونَ
7:165So when they forgot what they had been reminded of, We delivered those who forbade evil [conduct] and seized the wrongdoers with a terrible punishment because of the transgressions they used to commit.
فَلَمَّا عَتَوْا۟ عَن مَّا نُهُوا۟ عَنْهُ قُلْنَا لَهُمْ كُونُوا۟ قِرَدَةً خَٰسِـِٔينَ
7:166When they defied [the command pertaining to] what they were forbidden from, We said to them, ‘Be you spurned apes.’2 & 3
وَإِذْ تَأَذَّنَ رَبُّكَ لَيَبْعَثَنَّ عَلَيْهِمْ إِلَىٰ يَوْمِ ٱلْقِيَٰمَةِ مَن يَسُومُهُمْ سُوٓءَ ٱلْعَذَابِ ۗ إِنَّ رَبَّكَ لَسَرِيعُ ٱلْعِقَابِ ۖ وَإِنَّهُۥ لَغَفُورٌۭ رَّحِيمٌۭ
7:167And when your Lord proclaimed that He would surely send against them, until the Day of Resurrection, those who would inflict on them a terrible punishment. Indeed your Lord is swift in retribution, and indeed, He is all-forgiving, all-merciful.2 & 3
وَقَطَّعْنَٰهُمْ فِى ٱلْأَرْضِ أُمَمًۭا ۖ مِّنْهُمُ ٱلصَّٰلِحُونَ وَمِنْهُمْ دُونَ ذَٰلِكَ ۖ وَبَلَوْنَٰهُم بِٱلْحَسَنَٰتِ وَٱلسَّيِّـَٔاتِ لَعَلَّهُمْ يَرْجِعُونَ
7:168We dispersed them into communities around the earth: some of them were righteous, and some of them otherwise, and We tested them with good and bad [times] so that they may come back.2 & 3
فَخَلَفَ مِنۢ بَعْدِهِمْ خَلْفٌۭ وَرِثُوا۟ ٱلْكِتَٰبَ يَأْخُذُونَ عَرَضَ هَٰذَا ٱلْأَدْنَىٰ وَيَقُولُونَ سَيُغْفَرُ لَنَا وَإِن يَأْتِهِمْ عَرَضٌۭ مِّثْلُهُۥ يَأْخُذُوهُ ۚ أَلَمْ يُؤْخَذْ عَلَيْهِم مِّيثَٰقُ ٱلْكِتَٰبِ أَن لَّا يَقُولُوا۟ عَلَى ٱللَّهِ إِلَّا ٱلْحَقَّ وَدَرَسُوا۟ مَا فِيهِ ۗ وَٱلدَّارُ ٱلْءَاخِرَةُ خَيْرٌۭ لِّلَّذِينَ يَتَّقُونَ ۗ أَفَلَا تَعْقِلُونَ
7:169Then they were succeeded by an evil posterity, which inherited the Book: they grab the transitory gains of this lower world, and say, ‘It will be forgiven us.’ And if similar transitory gains were to come their way, they would grab them too. Was not the covenant of the Book taken with them that they shall not attribute anything to Allah except the truth? They have studied what is in it, and [know that] the abode of the Hereafter is better for those who are Godwary. Do you not exercise your reason?2 & 3
وَٱلَّذِينَ يُمَسِّكُونَ بِٱلْكِتَٰبِ وَأَقَامُوا۟ ٱلصَّلَوٰةَ إِنَّا لَا نُضِيعُ أَجْرَ ٱلْمُصْلِحِينَ
7:170As for those who hold fast to the Book and maintain the prayer—indeed, We do not waste the reward of those who bring about reform.
Tafsir
Commentary on this passage
Verse 164
1.These types of ignorant sincere people are born in each era who advise the reformers to leave the people of community to their own and not put themselves in trouble but Quran says that if man wants to be excused in the court of Allah it is his duty to continue to guide the people. Perhaps people would come to the right path.
Verse 166
2.It is said that this is the effect of Dawood’s (a.s.) curse and the tyranny of Jews is more evident today than in the past but in spite of this, no punishment descends, as no prophet is present among them to curse.
Verse 167
3.The history of Jews is the history of infamy and destruction. From the beginning they under the oppression of France, Babylon, Persians, Caliphs of Alexandria and Christians. Afterwards they took protection in the Arab region and suffered disgrace at the hands of Islam and were driven away from the Arabian Peninsula and even today they are tools of colonial powers. Otherwise they have no existence of their own and if a few Muslims give importance to them, they are also of their race or their religion. No super power or community is ready to accord them any status. Israel is only the name of a kingdom but actually it is a colony of western power and nothing more than this. Being a colony itself is shamefulness and infamy.

Benefit
Regarding ‘Maskh’ some people are of the opinion that since change in physical body is not possible it only denotes change in behaviour and qualities, although there is nothing that proves this possibility. Thus ‘Maskh’ is real transmogrification. It is another matter that the type of species have been fixed and the aged shameless people are turned into pigs while the aping youths turn into apes.

Mafool (Subject) is Leh, that is, our aim is that we present excuse to Allah that we have tried our best and may be it shall be effective.

Exhortation had no effect on these people and when they see worldly wealth. They rush towards it while Taurat has clearly forbidden this and Hereafter is anyway better than the world.
Benefit
In view of Quran Musleh (reformers) are only those people who are properly attached to the Book of Allah, and by establishing prayer they maintain the relationship of Master and slave. They are in constant remembrance of the Almighty. Other than these people no one else is eligible to be called a reformer from the Quranic viewpoint
