بِسْمِ ٱللَّهِ ٱلرَّحْمَٰنِ ٱلرَّحِيمِ
حمٓ
44:1Ha, Meem.
وَٱلْكِتَٰبِ ٱلْمُبِينِ
إِنَّآ أَنزَلْنَٰهُ فِى لَيْلَةٍۢ مُّبَٰرَكَةٍ ۚ إِنَّا كُنَّا مُنذِرِينَ
44:3We sent it down on a blessed night, and We have been warning [mankind].
فِيهَا يُفْرَقُ كُلُّ أَمْرٍ حَكِيمٍ
44:4Every definitive matter is resolved on it,

Commentary on this passage
Verse 4
2.Some commentators think that Amr-e-Hakeem means the decision of fate because all decisions are taken such as the sustenance of human being, health, sickness, comforts or troubles etc. in this Night of Power (Shab-e-Qadr). Allah Himself decides on account of His knowledge that a man will complete his acts otherwise everything depends on man’s deeds. Allah does not involve anybody in trouble without any reason. According to some other writers Amr-e-Hakeem is the divine law that when the Holy Quran was revealed on this night, it means all affairs are clarified in it.

This wav is for oath and that is why some people have objected that Quran swears by itself for its veracity and so it is meaningless. Although it is clear that oath is not for veracity but it is to explain the fact that it was revealed on a blessed night and its aim is to warn of Divine wrath and that’s all. Lailatul Qadr is mentioned in Surah Qadr and here it is called Lailate Mubareka (Blessed Night), which indicates that the blessed night is Shab-e-Qadr and vice versa, in which the Quran was revealed.
Benefit
The captioned Ayats first mention the heavens and the earth with the Lordship of Allah and after that with His Divinity and lastly with His Mastership and it is a logical order. One who is the Lord will also be the deity and the one who is deity will alone have right of mastership. Apart from this, mastership if valueless.
