27:27He said, ‘We shall see whether you are truthful, or if you are one of the liars.
27:28Take this letter of mine and deliver it to them. Then draw away from them and observe what [response] they return.’

27:30It is from Solomon, and it begins in the name of Allah, the All-beneficent, the All-merciful.1
27:31[It states,] ‘‘Do not defy me, and come to me in submission.’’ ’
27:32She said, ‘O [members of the] elite! Give me your opinion concerning my matter. I do not decide any matter until you are present.’
27:33They said, ‘We are powerful and possess a great might. But it is up to you to command. So consider what orders you will give.’
27:34She said, ‘Indeed when kings enter a town, they devastate it, and make the mightiest of its people the weakest. That is how they act.
27:35I will send them a gift, and see what the envoys bring back.’
27:36So when he came to Solomon, he said, ‘Are you aiding me with wealth? What Allah has given me is better than what He has given you. Indeed, you are proud of your gift!2

27:38He said, ‘O [members of the] elite! Which of you will bring me her throne before they come to me in submission?’
27:39An afreet from among the jinn said, ‘I will bring it to you before you rise from your place. I have the power to do it and am trustworthy.’3

Commentary on this passage
Verse 32
1.We estimate from these words that the kingdom of Bilqees also had a privy council whose members were entirely like flatterers of today that in reply, they could not give good advice, where as when Bilqees adopted the right path, proved that sometimes women have more sense than common men. Secondly, this intellect was of no use in comparison to Sulaiman (a.s.).
Verse 38
2.We opine from this sign that being satisfied with the reply of Sulaiman (a.s.), Bilqees accepted Islam and set out to meet Sulaiman (a.s.) leaving her kingdom. Here Sulaiman (a.s.) ordered to bring her throne. And then by the palace of glass surface. She deemed it to be a great expanse of water and bared her legs. Sulaiman (a.s.) said at once this is not water but glass and Bilqees clarified in clear words: I gave up worshipping the sun and I submit myself with Sulaiman (a.s.) to Allah, the Lord of the universe. We learn two important things from this incident that Sulaiman (a.s.) being powerful, was still in obedience to Allah and said the favor of Allah is a trial for him and offered his gratitude to Allah. He was not a powerful man of today who considers his power as a birthright and personal perfection and becomes a claimant of divine power instead of proffering thanksgiving to Allah. Secondly, Bilqees was a noble soul in that she gave up all her authority for sake of Allah and believed in Sulaiman (a.s.) whereas in present situation, the Muslims have no ability to sacrifice their property and dignity in the way of Allah rather appropriate the property of others and devastate the feelings of sacrifice.

Explanations of words and phrases in these verses
- 1
The letter of Sulaiman (a.s.) was brief and to the point. However. Bilqees has referred to it as ‘a benevolent writing’. This proves that any writing that begins with the name of Allah deserves to be called a benevolent writing. But that which begins with deviated things can never be called honourable and respectful. The traditions also mention the brevity of the letter. Also both the letter and the messenger are considered the reflections of human character.
Benefit
The incident of Bilqees proves that every advice is not acceptable and sometimes the advice of women is better than flattering companions. If other women of history had also followed this way and not prepared to wage battles! Benefit: The statement of Sulaiman (a.s.) is the proof that a servant of Allah is rich of wealth and not a prisoner of wealth. Also the military prowess is of the subduing of enemy and not for perpetrating carnage. And the military exercises must also be performed openly and not secretly. For a person having a powerful position all these things are very important.
- 2
The great guides have to face the toughest test by wealth. It was the excellence of Sulaiman (a.s.) that by rejecting wealth he arranged for the proof of prophethood. Otherwise the desire for wealth is never satiated in human beings. And it is also that Sulaiman (a.s.) rejected the offer of wealth and remained firm on power while the Messenger of Allah (s.a.w.s.) rejected both wealth and power and continued with propagation.
