أُو۟لَٰٓئِكَ لَمْ يَكُونُوا۟ مُعْجِزِينَ فِى ٱلْأَرْضِ وَمَا كَانَ لَهُم مِّن دُونِ ٱللَّهِ مِنْ أَوْلِيَآءَ ۘ يُضَٰعَفُ لَهُمُ ٱلْعَذَابُ ۚ مَا كَانُوا۟ يَسْتَطِيعُونَ ٱلسَّمْعَ وَمَا كَانُوا۟ يُبْصِرُونَ
11:20They cannot frustrate [Allah] on the earth, nor do they have besides Allah any guardian. For them the punishment shall be doubled, for they could neither listen, nor did they use to see.
أُو۟لَٰٓئِكَ ٱلَّذِينَ خَسِرُوٓا۟ أَنفُسَهُمْ وَضَلَّ عَنْهُم مَّا كَانُوا۟ يَفْتَرُونَ
11:21They are the ones who have ruined their souls, and what they used to fabricate has forsaken them.1
لَا جَرَمَ أَنَّهُمْ فِى ٱلْءَاخِرَةِ هُمُ ٱلْأَخْسَرُونَ
11:22Undoubtedly, they are the ones who will be the biggest losers in the Hereafter.
إِنَّ ٱلَّذِينَ ءَامَنُوا۟ وَعَمِلُوا۟ ٱلصَّٰلِحَٰتِ وَأَخْبَتُوٓا۟ إِلَىٰ رَبِّهِمْ أُو۟لَٰٓئِكَ أَصْحَٰبُ ٱلْجَنَّةِ ۖ هُمْ فِيهَا خَٰلِدُونَ
11:23Indeed those who have faith and do righteous deeds and are humble before their Lord—they shall be the inhabitants of paradise, and they shall remain in it [forever].*
۞ مَثَلُ ٱلْفَرِيقَيْنِ كَٱلْأَعْمَىٰ وَٱلْأَصَمِّ وَٱلْبَصِيرِ وَٱلسَّمِيعِ ۚ هَلْ يَسْتَوِيَانِ مَثَلًا ۚ أَفَلَا تَذَكَّرُونَ
11:24The parable of the two parties is that of one who is blind and deaf and one who sees and hears. Are they equal in comparison? Will you not then take admonition?
وَلَقَدْ أَرْسَلْنَا نُوحًا إِلَىٰ قَوْمِهِۦٓ إِنِّى لَكُمْ نَذِيرٌۭ مُّبِينٌ
11:25Certainly We sent Noah to his people [to declare]: ‘Indeed I am a manifest warner to you.
أَن لَّا تَعْبُدُوٓا۟ إِلَّا ٱللَّهَ ۖ إِنِّىٓ أَخَافُ عَلَيْكُمْ عَذَابَ يَوْمٍ أَلِيمٍۢ
11:26Worship none but Allah. Indeed I fear for you the punishment of a painful day.’
فَقَالَ ٱلْمَلَأُ ٱلَّذِينَ كَفَرُوا۟ مِن قَوْمِهِۦ مَا نَرَىٰكَ إِلَّا بَشَرًۭا مِّثْلَنَا وَمَا نَرَىٰكَ ٱتَّبَعَكَ إِلَّا ٱلَّذِينَ هُمْ أَرَاذِلُنَا بَادِىَ ٱلرَّأْىِ وَمَا نَرَىٰ لَكُمْ عَلَيْنَا مِن فَضْلٍۭ بَلْ نَظُنُّكُمْ كَٰذِبِينَ
11:27But the elite of the faithless from among his people said, ‘We do not see you to be anything but a human being like ourselves, and we do not see anyone following you except those who are simpleminded riffraff from our midst. Nor do we see that you have any merit over us. Indeed, we consider you to be liars.’2
قَالَ يَٰقَوْمِ أَرَءَيْتُمْ إِن كُنتُ عَلَىٰ بَيِّنَةٍۢ مِّن رَّبِّى وَءَاتَىٰنِى رَحْمَةًۭ مِّنْ عِندِهِۦ فَعُمِّيَتْ عَلَيْكُمْ أَنُلْزِمُكُمُوهَا وَأَنتُمْ لَهَا كَٰرِهُونَ
11:28He said, ‘O my people! Tell me, should I stand on a manifest proof from my Lord, and He has granted me His own mercy—though it should be invisible to you—shall we force it upon you while you are averse to it?
Tafsir
Commentary on this passage
1.The messages of Apostles are so clear and true and how they feel for their communities can be guessed from the circumstances of Nuh (a.s.). At first his people started idol-worship but Nuh (a.s.) invited them towards Allah’s unity instead of being angry on them and explained to them kindly that there was a danger of divine chastisement if they refused to believe. But the logic of worldly people is always different. Their aristocracy raised objections as follows when they saw the danger of their daily bread (1) They said you are like us, how can we concede you are a prophet? (2) You have no wealth or property and your believers are also poor people then how can you become an Apostle?
These foolish people wanted to compare religion with wealth and they thought humanity was like Prophethood. Nuh (a.s.) replied to them in a beautiful manner. Now you say, if Allah confers a miracle to anyone and gives Prophethood and if you can’t understand his Prophethood should he leave Prophethood and return the messages to Allah? Or should he force you, that you must believe him at any cost?

Explanations of words and phrases in these verses

This word is used in five places in the Quran and after it ‘Anna’ has occurred and according to the majority of the grammarians ‘lajurm’ together denotes a verb. It means that this thing is proved. Others say that ‘La’ is the separate from ‘Jurm’ and the predicate of this ‘La’ is the sentence that comes after it, while ‘la’ is of the impossibility. According to fara ‘La jurm’ was initially ‘La’ of impossibility and now it is used by way of type. And it becomes a compound word.
Benefit
All three stages are interrelated and continuous on the 23rd ayat. In the first man steps into belief, then he reaches to the good deeds and in the end through good. deeds he creates in himself the manner of humbling himself before the Almighty. Khuzoo and Khushoo refer to this third stage on the basis of which Imam Sadiq (a.s.) named the person Kaleeb as Kaleeb Tasleem.

Arazil is the plural of Arzal. And Arzaal is the plural or Razal. Badi ar-rayi: One who takes a decision without thinking.
Benefit
By using the word ‘Nazeer’ Nuh (a.s.) has made it clear that the mission of the prophets begins with warning and till the people are not warned of dangers they do not come towards belief
