13:27The faithless say, ‘Why has not some sign been sent down to him from his Lord?’ Say, ‘Indeed Allah leads astray whomever He wishes, and guides to Himself those who turn penitently [to Him]
13:28—those who have faith and whose hearts find rest in the remembrance of Allah.’ Behold! The hearts find rest in Allah’s remembrance!
13:29Those who have faith and do righteous deeds—happy are they and good is their [ultimate] destination.1
13:30Thus have We sent you to a nation before which many nations have passed away, that you may recite to them what We have revealed to you. Yet they defy the All-beneficent. Say, ‘He is my Lord; there is no god except Him; in Him I have put my trust, and to Him will be my return.’
13:31If only it were a Quran whereby the mountains could be moved, or the earth could be toured, or the dead could be spoken to.... Indeed, all dispensation belongs to Allah. Have not the faithful yet realised that had Allah wished He would have guided mankind all together? The faithless will continue to be visited by catastrophes because of their doings—or they will land near their habitations—until Allah’s promise comes to pass. Indeed Allah does not break His promise.2
13:32Apostles were certainly derided before you. But then I gave respite to those who were faithless, then I seized them; so how was My retribution?
13:33Is He who sustains every soul in spite of what it earns [comparable to the idols]? Yet they ascribe partners to Allah! Say, ‘Name them!’ Will you inform Him concerning something He does not know about on the earth, or concerning [what are] mere words? Indeed, to the faithless, their scheming is presented as decorous, and they have been barred from the [right] way; and whomever Allah leads astray, has no guide.4

Commentary on this passage
Verse 27
1.It is mentioned very often that misguidance is a bad deed and Allah deprives him from His guidance and divine help. He does not misguide anyone and this is the reason that Allah has promised to guide those who pay attention towards Him. It is the duty of a man to be attentive towards Allah and it is upon Allah to guide him.
Verse 31
2.The hypocrites were making different kinds of demands and believers continued to invite them towards Allah. Miracle of their choice were shown so that they would bring faith on Allah. Allah said, they will not bring faith at any cost. Be sure that when they did not accept faith after the revelation of Holy Quran how will they bring faith now?
3.This scene can be seen in every era about hypocrites that Allah’s chastisement descends on their own door or on their relatives and they do not understand. This is the sign of true believers that when they see Allah’s displeasure they will be alert. Infidels do not get divine help or guidance.
Verse 33
4.The taunting of hypocrites was: “We believe in Allah” though they are not well informed. The retrenchment of :he earth is made because they made idols their partner otherwise their partners are neither on the earth nor on the sky.

Benefit
The infidels and polytheists were vehemently opposed to the word of Rahman and they used to constantly deny it. That is why they had objected against Bismillah in the treaty of Hudaibiya, The Lord of the worlds has replied that they are so foolish that they even deny the bounties that are given to both believers and disbelievers.
